WHITE PLAINS, N.Y. -- Police said they watched a White Plains man buy a bag of phencyclidine, which is commonly referred to as PCP, at an E. Post Road restaurant and then stuff the purchase down the front of his pants.
Officers said they noticed Maximino Quintero, 19, when he walked into Kennedy's Fried Chicken on E. Post Rd. around 8:48 p.m. Monday and waited for an unidentified woman to join him at the counter. He then handed the woman an unspecified amount of money.
She dropped a small black item on the floor of the restaurant, which Quintero placed in his front, right pants pocket, according to police reports. Police said Quintero left without buying anything from the restaurant.
When an officer stepped out of a police car, Quintero reached into his front, right pants pocket and stuffed something down his pants. Officers asked him what he had hidden, and Quintero told them that it was "weed," according to police reports.
He then handed over the black-tinted Ziploc bag, which officers said contained a brown substance they believed to be mint leaves soaked in phencyclidine.
Quintero was arrested and charged with one count of seventh-degree criminal possession of a controlled substance, a misdemeanor.
