NORTHBRIDGE, Mass. - A registered level 3 sex offender living on Maple Street in Whitinsville was arrested Tuesday and charged wth two counts of open and gross lewdness, subsequent offense.
Police said Jeffrey Beaumont, 37, was arrested by Detective Donald Roy after an investigation.
Beaumont was arraigned in Uxbridge District Court Tuesday afternoon. He is being held on bail of $250,000 with surety, $25,000 cash. He is due back in court for a pre-trial conference on June 13.
According to court records, two women came to the Police Department at about 4 p.m. on Sunday, May 13 to report a past incident of indecent exposure by a male resident of Maple Street.
Officer Jeffrey White took the report and Det. Donald J. Roy contacted both women the following day.
Roy spoke to one of the complainants at 10:30 a.m. on Monday. She told Roy that she received a telephone call from her neighbor on Saturday, May 12 at about 12:30 p.m. asking her to come over and vertify what the neighbor was seeing, which was a male subject exposing himself in the second floor back window to her residence and that he was masturbating.
She said she immediately walked across the street to her neighbor's yard. She told Roy that she observed a white male subject standing directly up against the second floor rear window. She said the subject was masturbating and that she could see his penis.
She told Roy that it appeared the male subject was "finishing'' up, that he got dressed in front of the window and then pulled the curtains closed.
The other woman spoke to Roy at the police station on Monday at 2 p.m.
She told Roy that she was working in her backyard on Saturday at about noontime when she looked up toward her neighbor's house and saw a male subject standing directly in the window with the lace curtains drawn wide open. She said he had a dark colored T-shirt pulled up to mid-chest, that he was naked from the mid-chest down and that he was masturbating.
The complainant said she could not believe what she was seeing and looked down, then back up to to make sure what she was seeing was correct. She then walked to the other side of her home and called her neighbor, asking her to come over and vertify what she was seeing.
When she returned to the back yard, the curtains were drawn, and when her neighbor arrived, her back to the male subject's window, she began to tell her neighbor what she had seen. While they were talking the curtains were again pulled open and the male subject was exposing himself and masturbating again, she said.
She said she didn't get a good look at his face, but recognized the T-shirt as one she'd seen him wearing earlier in the day when he was in the yard.
Both women were shown an array of six similar photographs, one of them Jeffrey Beaumont, and both selected Beaumont as the male subject living at the Maple Street address.
Beaumont has been arraigned in Uxbridge District Court for similar offenses sexual in nature, Roy said in his statement. Based on statements obtained in the investigation and the close proximity of the homes in the area, Roy said it was his opinion "that if Mr. Beaumont stood in front of the window it is without question that the reporting parties did observe Mr. Beaumont as they described in their statements.''
According to the state's Sex Offender Registry, Beaumont was convicted on five counts of indecent assault and battery on a child under 14 years of age on March 2, 2004; five counts of indecent assault and battery on a person aged 14 or older on March 2, 2004; one count of open and gross lewdness and lascivious behavior on Feb. 2, 2007; and one count of open and gross lewdness and lascivous behavior on March 24, 2009.
Level 3 sex offenders are those the Sex Offender Registry Board has determined to have a high risk to reoffend and that the degree of dangerousness posed to the public is such that a substantial public safety interest is served by active community notification.
